Cloud PA, Consip activates 120 million Cloud Enabling tender

The evolutionary model of PA IT requires, in fact, that public administrations undertake actions for the digital transformation of their services from principle”cloud first” – evaluate the adoption of the cloud paradigm before any other technology – and acquire these services in the market only if qualified by the National Cybersecurity Agency and published in the Cloud Services Catalog for the PA.

The cloud enablement agreement: global contract worth 120 million euros

The new offer made available by Consip SpA (lots 1, 2, 3 and 4 and from the beginning of August also lot 5) refers to the identification services of the cloud adoption strategy (assessment and definition of the applications to be migrated, evaluation of the migration strategy, feasibility study, support for the monitoring and control of the results) for central and local administrations, giving continuity to the offer already available with the initiative “Public Cloud Iaas and Paas”.

The contract – with a total value of more than 120 million euros and can also be used for purchases aimed at the implementation of PNRR projects – allows administrations to take advantage of modular services based on the level and complexity of digitization objectives.

In the coming months, the service offering for the transition to the cloud will be completed with the activation of batches 6-10, which refer to professional technical services to migrate IT services from an on-premise delivery model to a cloud model (design of a solution and architecture of cloud environments, configuration of environments and data transfer, definition of security policies, monitoring of environments and capacity planning, support and coaching).

The contract is part of the three-year IT plan

The Triennial Plan for IT in Public Administration (Plan or Triennial Plan) is an essential tool to promote the digital transformation of the country and, in particular, of the Italian Public Administration, through the decline of the digitization strategy. in operational indications, such as objectives and expected results, attributable to the administrative action of the PAs.

The 2022-2024 update constitutes the evolution of the two previous editions, but, even more evidently, it attributes a more relevant space to the PNRR, in addition to providing an organic framework for the different areas of which it is composed, through collaboration with the subjects that exercise institutional competences and responsibility for execution.

The new Plan 2024-2026 is part of the broader reference context defined by the strategic program “Digital Decade 2030”, established by Decision (EU) 2022/2481 of the European Parliament and of the Council, of December 14, 2022, whose objectives are divided in: four dimensions: digital skills, digital public services, digitization of companies and secure and sustainable digital infrastructures.

The “cloud first” principle.

With the first principle of the cloud, Italy wants to guide and encourage the safe, controlled and complete adoption of cloud technologies by the public sector, in accordance with the principles of privacy protection and with the recommendations of European and national institutions. In particular, public administrations, when defining a new project and/or developing new services, must prioritize the adoption of the cloud paradigm before any other technology.

In accordance with this principle, therefore, all Administrations are obliged to carry out an assessment on the adoption of the cloud, which represents the most disruptive technological evolution in recent years and which is radically transforming all the information systems of society worldwide.

The adoption of the cloud paradigm represents, in fact, the key to digital transformation, enabling a real revolution in the way of thinking about the processes of providing PA services to citizens, professionals and companies.

The application of art.33-septies of Legislative Decree no. 179 of 2012, not only represents legislative compliance, but above all it constitutes an opportunity for each entity to activate the appropriate internal management processes with the aim of modernizing its applications and, at the same time, improving the use of procedures, procedures and services provided It is therefore also a great opportunity to:

  • reduce the technological debt accumulated over the years by the administrations;
  • mitigate risk of lock-in towards application development and maintenance providers;
  • significantly reduce data center maintenance costs
  • obsolete and legacy applications, while improving the digital infrastructures of
  • More advanced countries that are implementing the process of adapting to the requirements
  • of the AGID Regulation and subsequent related acts of the National Cybersecurity Agency;
  • Increase the security posture of public infrastructure to protect us from cyber risks.

In this way, the digital infrastructures will be more reliable and secure and the Public Administration will be able to respond in an organized manner to cyber attacks, guaranteeing continuity and quality in the use of data and services.
